ChatGPT Ads: How They Work and Who Can Run Them

ChatGPT Ads, an Emergence Media guide to advertising in ChatGPT

ChatGPT ads are labelled sponsored placements that OpenAI shows next to ChatGPT’s answers for logged-in adults on the Free and Go plans. Brands buy them in OpenAI’s Ads Manager. Not every brand is allowed to: gambling is prohibited, and crypto and financial services are limited to approved advertisers. At Emergence Media, we check that eligibility before we plan any ChatGPT ads campaign.

Emergence Media is a Web3 growth marketing agency based in Gurgaon, India, with 75+ clients. We run KOL marketing, PR, UGC and clipping, and concept ads for crypto, fintech, AI and iGaming brands, and we now set up and run ChatGPT ads for brands that qualify. This guide covers how the ads work, who sees them, who can buy them, and what they change for your marketing.

Policy details are as of November 2026. OpenAI updates its ad policy as the programme expands, so check the live policy before you plan a campaign.

What are ChatGPT ads?

ChatGPT ads are paid placements inside ChatGPT conversations. They are marked as sponsored and shown separately from the answer ChatGPT writes. OpenAI began showing them in the United States in February 2026, as part of what it describes as a way to keep a free version of ChatGPT available to more people (OpenAI).

The format matters because of where the ad sits. A search ad appears next to a list of links. A ChatGPT ad appears next to a written answer to a specific question, often a long one with context about budget, location or use case. That makes the placement closer to search than to social: the person has told you what they want before they see you.

OpenAI’s ad policy also bars ads that imitate ChatGPT’s interface (OpenAI ad policies). An ad cannot pretend to be the answer.

Who sees ChatGPT ads?

Not every ChatGPT user sees ads. According to OpenAI’s help centre (Ads in ChatGPT):

  • Ads are shown to logged-in adults on the Free and Go plans.
  • No ads appear for Plus, Pro, Business, Enterprise and Edu accounts, or for accounts identified as belonging to someone under 18.
  • Sensitive conversations are excluded. Ads are not eligible to appear next to conversations about personal health, mental health or politics.

Ads started in the US. Self-serve buying then opened to more markets during 2026, including 31 European markets from late August (li.solutions). Market lists still change month to month, so confirm your target countries in Ads Manager before you build a plan around them.

How do ChatGPT ads work for advertisers?

Advertisers create campaigns in OpenAI’s Ads Manager. The programme started as a managed pilot with a small group of large advertisers and moved to self-serve during 2026, with reported pilot minimums dropping away as it opened up. Industry reports describe both CPM (cost per thousand impressions) and CPC (cost per click) bidding (Segwise).

For a marketer, three things are different from search ads:

  1. The question is longer. People ask ChatGPT full questions, not three-word queries. Creative that answers the specific question beats generic brand copy.
  2. The answer comes first. Your ad sits next to an answer the user is already reading. If the answer names a competitor, your ad has to give a reason to look further.
  3. The audience is partial. Paid plans see no ads, so heavy professional users on Plus or Business plans are out of reach through ads alone.

Who can run ChatGPT ads?

This is the question that decides everything else. OpenAI sorts ad categories into allowed, restricted and prohibited. As of November 2026, the policy and the eligibility tables reported from it look like this:

Category Status in ChatGPT ads
AI products, SaaS, apps, fintech software Allowed, subject to the general ad standards
Financial services, investment services, brokers Restricted: select approved advertisers, reviewed case by case
Crypto Restricted: reported as approved advertisers in the US only, not allowed in other countries
Real-money gambling, betting, cash-prize gaming Prohibited
Political advertising Prohibited

Every ad, in any category, must also be truthful, cannot use false endorsements, and cannot run scams. Those standards sit on top of the category rules.

Can crypto, fintech and iGaming brands run ChatGPT ads?

These are the verticals we work in every day, and the answer is different for each.

  • iGaming and crypto casinos: no. Real-money gambling, betting and cash-prize gaming are prohibited. Prediction market platforms that pay cash on outcomes are likely to fall under the same rule.
  • Crypto exchanges, wallets and tokens: only in a narrow way. Crypto is restricted, reported as open to select approved advertisers in the US and closed elsewhere. Most crypto brands will not qualify today.
  • Forex brokers and investment platforms: restricted to approved advertisers, with the usual financial promotion rules still applying in each market.
  • Fintech software and payments infrastructure: generally allowed, with financial-services review where the product itself is regulated.
  • AI products: allowed, and the most natural fit for the format.

The eligibility check we run before any ChatGPT ads plan

Before we quote a ChatGPT ads campaign, we answer five questions with the client:

  1. Category. Which OpenAI category does the product fall into, and is it allowed, restricted or prohibited?
  2. Approval. If restricted, is the brand already an approved advertiser, and is OpenAI accepting applications in that category right now?
  3. Markets. Are ads served, and is self-serve open, in every country the campaign targets?
  4. Claims. Can every claim in the ads be backed with evidence the client approves, including fees, availability and licences?
  5. Local rules. Which regulator rules apply on top of OpenAI’s, such as financial promotion rules or risk warnings in each target market?

If the answer to question 1 is “prohibited”, we stop there and say so. It is cheaper for the client to hear that on day one than after a rejected account.

Why is everyone suddenly searching for ChatGPT ads?

Marketers are trying to work out whether this is a new channel or a test. In our own keyword research (DataForSEO, US, measured 3 November 2026), “chatgpt ads” averaged about 15,900 searches a month over the last year and reached 27,100 in September 2026, up more than 1,300% year on year. “Chatgpt ads manager” reached 4,400 searches in September, and “advertise on chatgpt” carries a $78 cost per click, a sign of what advertisers will pay for that traffic.

That pattern usually means advertisers are moving from curiosity to setup. It also means the cost of getting in early is still low for brands that qualify.

What makes a good ChatGPT ad?

The ads that suit this format read like a useful next step after the answer. From the creative rules we use in our concept ads work, four habits carry over:

  • Match the question, not the keyword. Someone asking “which payment API settles to my bank fastest for an online store in the UAE” needs a line about settlement time and the UAE, not a slogan.
  • Lead with one checkable fact. A fee, a settlement time, a supported country. If it cannot be checked, it should not be in the ad.
  • Say who it is for. “For merchants in the EU” or “for developers building AI agents” filters out clicks you would pay for and never convert.
  • Send people to a page that answers the same question. If the ad promises settlement times, the landing page opens with settlement times.

Regulated products add one more rule: the ad carries whatever risk warning or disclosure the regulator in that market requires, in the regulator’s wording. Platforms do not waive local law.

How should you measure a ChatGPT ads test?

Set the measurement up before the first impression, because early data in a new channel is noisy and easy to misread.

Metric Why it matters
Cost per conversion The number that decides whether the channel earns more budget
Conversion rate after click Shows whether the landing page delivers what the ad promised
Click-through rate by question theme Shows which buyer questions your creative answers well
Disapprovals and policy flags An early warning before an account is restricted

Compare cost per conversion against your search and social benchmarks for the same product, not against an industry average. A channel that converts at twice your search cost can still be worth keeping if it reaches people search misses, but you should know that before you scale it.

Where do ChatGPT ads fit in your marketing mix?

Treat ChatGPT ads as a high-intent channel to test alongside what already works. A sensible first campaign looks like this:

  • A capped test budget for four to six weeks, with conversion tracking in place before launch.
  • Creative per question, written for the specific things your buyers ask ChatGPT.
  • One success metric, usually cost per signup, deposit or demo, compared against your search and social benchmarks.
  • A claims sheet so every line in every ad traces to approved evidence.

Ads also work best next to the channels that build trust before the question gets asked: KOLs your audience already follows, PR coverage, and creator content (see how crypto projects scale UGC and clipping). Our Web3 marketing playbook covers how those channels fit together.

How do AI assistants pick brands when ads are not an option?

For many crypto, iGaming and finance brands, ChatGPT ads are closed. The only way into the answer is to be one of the sources AI assistants find and cite. That is organic AI visibility, often called AEO or GEO.

We measure this with citeOS, the AI visibility platform we built at Emergence Media. Across 39,948 AI citation events for 72 crypto brands, 92% of citations landed on sites other than the brand’s own. YouTube, Reddit and Medium were cited for almost every brand, and pages where the brand was the main subject earned more citations than pages that only listed it. The practical lesson: coverage that is deliberately about you, on the platforms AI assistants read, does more than any single page on your own site.

Paid and organic also answer different needs. An ad is labelled and sits beside the answer. A citation is part of the answer. Brands that qualify for ads can do both; brands that do not qualify should put that budget into earning citations.

Where else can brands buy ads inside AI answers?

ChatGPT is not the only option. Google shows ads in AI Overviews and AI Mode through standard Google Ads campaigns, and Microsoft places ads in Copilot through Microsoft Advertising. Both follow their own platform rules for crypto and gambling, which usually require certification by country. Perplexity stopped taking new advertisers and has stepped back from ads (Growthspree).

For brands in restricted categories, the Google and Microsoft routes may be open where ChatGPT is not, provided the brand holds the right certification in each market.

FAQ

What are ChatGPT ads?

ChatGPT ads are sponsored placements that OpenAI shows inside ChatGPT, labelled and kept separate from the answer. They appear for logged-in adults on the Free and Go plans in markets where OpenAI serves ads. Advertisers buy them through OpenAI’s Ads Manager, and ads are not shown next to personal health, mental health or political conversations.

How do I advertise on ChatGPT?

Check that your category is allowed under OpenAI’s ad policy, then set up an account in OpenAI’s Ads Manager, add conversion tracking, and build campaigns with creative written for the questions your buyers ask. Restricted categories such as financial services need approval first. Start with a capped test budget and one clear success metric.

Can crypto companies advertise on ChatGPT?

Only in a narrow way. OpenAI treats crypto as a restricted category, reported in late 2026 as open to select approved advertisers in the US and not allowed in other countries. Most crypto brands will not qualify today, so Emergence Media checks the live policy before planning any crypto campaign.

Are gambling ads allowed on ChatGPT?

No. OpenAI’s ad policy prohibits real-money gambling, betting and cash-prize gaming ads. Casino and betting brands reach AI-assistant users through organic visibility instead, and through streamer, KOL and PR campaigns in licensed markets, following each market’s responsible gambling rules.

Do ChatGPT ads change ChatGPT’s answers?

No. Ads are labelled and shown separately from the answer, and OpenAI’s policy bars ads that imitate ChatGPT’s interface. Appearing inside the answer itself depends on organic visibility: the sources AI assistants find and cite about your brand across the web.
